Native Meteora versus routed ENES

Standard Meteora DLMM has no universal arbitrary pool-hook slot.

Token-2022 transfer hooks are not equivalent to arbitrary pool policies.

ENES policy enforcement is intended for explicitly routed swaps only; other native swaps remain outside its protection.

Currently native SDK transaction builders and offchain policy simulation are available separately.

No guessed ENES program IDs are used.

All future activations must verify executable program, IDL, network and verified build evidence.
